Supporting Client Autonomy: Integrating Trauma-Informed Care into Pet Programs

Survivors of domestic violence often face a lack of autonomy through the cycle of power and control in abusive relationships. The lack of autonomy can extend when navigating crisis services despite efforts from direct care providers to empower survivors. Curfews, confidentiality, and program engagement policies are meant to increase survivor safety but may inadvertently make survivors feel like they are entering a new system of power and control. Kate Rachiele, Pet Program Coordinator at Willow Domestic Violence Center in Rochester, NY, has taken steps to ensure the program policy and procedures are built around trauma-informed care that empowers survivors to make decisions for their pets. While this session is centered around services provided to survivors of domestic violence, the objectives are applicable to anyone providing crisis support services to pet owners. 

Attendees will learn:

  • How Willow Domestic Violence Center built policy and procedures that respect survivors’ autonomy in their Pet Program. 

  • Best practices for integrating Trauma-Informed Care when building or improving Pet Programs.

  • Creating an ecosystem for care and resources when providing crisis services for pet owners.

Pet Program & Operations Coordinator

Kate Rachiele is the Pet Program Coordinator at Willow Domestic Violence Center; with eight years of experience as an animal welfare professional, her background working at high-intake animal shelters uniquely positions her to identify service gaps and barriers individuals face when they are trying to retain their pets in times of crisis. Her practice is informed by the belief that human and animal well-being are intertwined, particularly concerning the link between human and animal violence. She takes a supportive, educational approach that empowers survivors to make informed decisions for themselves and their pets. In her free time, she volunteers as a kitten foster parent and enjoys exploring New York’s state parks.
